Information Publication Scheme

Introduction

The Inspector of the National Anti-Corruption Commission (Inspector) is established by the National Anti-Corruption Commission Act 2022.

The Inspector is an agency subject to the Freedom of Information Act 1982 (FOI Act) and must comply with the Information Publication Scheme (IPS) requirements of that Act.

This page shows how the Inspector complies with the requirements of the IPS and constitutes the Inspector’s Agency Plan.

Purpose

The purpose of this plan is to outline:

what information the Inspector proposes to publish (the IPS information)
how, and to whom, the Inspector will publish IPS information
how the Inspector otherwise proposes to comply with the IPS – for example, how to ensure information that is published is accessible, current, accurate and complete.

Objectives

The Inspector’s objectives in relation to the plan are to:

ensure transparency and accountability, taking into account the Inspector’s functions
ensure effective management of IPS information, including by regularly reviewing and updating it
proactively identify and publish all required IPS information and optional information as appropriate
ensure that IPS information is easily discoverable, understandable, machine-readable, re-useable and transformable
ensure satisfactory conformance with the Web Content Accessibility Guidelines (Version 2) (WCAG 2.0)

Establishing and administering the agency’s IPS entry

The Inspector is responsible for implementing this plan and ensuring the compliance with IPS obligations.

Staff assisting the Inspector may support the Inspector in identification of material to be published under the IPS and overseeing compliance with the IPS.

In addition to evaluating whether information will be published at the time of its creation, IPS information will be reviewed annually to:

ensure that our IPS information is accurate, up to date and complete
ensure that we publish all required IPS information, and
identify any additional information we may choose to publish.

Copies of documents published under the IPS will be available by request.

Structure of the IPS

To ensure our IPS information is easily searchable, discoverable and easy to understand:

information relating to IPS entry will be published on this website
wherever possible, online content will be provided in a format that can be searched, copied and transformed
a search function is integrated into the website
anyone can contact the Inspector in relation to the IPS scheme or to provide any feedback and the Inspector will respond to feedback about whether the IPS information is easily searchable, discoverable and understandable.

The Inspector has developed templates and documents in compliance with WCAG 2.0 principles and will ensure, wherever possible, that optional IPS information published on its website conforms to WCAG 2.0 principles. However, priority will be given to publishing the information in a timely manner, even if it is not initially fully WCAG 2.0 compliant.

The Inspector has identified and published, and keeps up to date, the following information pursuant to the FOI Act:

as far as practicable, details of the Inspector’s functions, including decision-making powers and other powers affecting members of the public (s 8(2)(c)) – see:

At present, the Inspector does not hold the following types of information required to be published under the IPS:

annual reports presented to Parliament (s 8(2)(e))
documents to which the Office routinely gives FOI access (s 8(2)(g)
information that is routinely provided to the Parliament in response to requests and orders from the Parliament (s 8(2)(h))

Other information to be published under the IPS

Under s 8(4) of the FOI Act, the Inspector will publish on this website, other information where appropriate and where it does not prejudice the performance of their functions.

IPS compliance review

The Inspector will review its IPS plan and IPS information annually. At the same time, the Inspector will review its compliance with the IPS in accordance with the guidelines issued by the Information Commissioner, including the self-assessment checklists.

The Inspector will also conduct ad hoc reviews as needed when there are significant changes to its policies, processes or operational environment.

An internal IPS Information Register assists the Inspector to efficiently identify information for publication, record decisions made in relation to publication and systematically review IPS information for accuracy, currency and completeness.
